    It's proccing
And getting hit enough can discourage from running, especially when it exceeds 5% HP/30 seconds.

But the musket isn't that great for catching runners, partially because the range is just under base Ciel's bullets, and the kd value is almost as high as her kicks without valkyrie/freya passives when using it, even with pierce if it's not proc'ing enough. (is it proc'ing or proccing?)
As a fyi, freyja has a passive the boosts the attack speed of musket shot(sometimes) and reduces the cost of using them. Nothing to reduce the KD or increase the range. She does that with actives.

Muskets are a alternative for CR to catch with just like how cannons are a option for freyja when it comes to dealing damage.

Even with the "limited" range and MP cost it should still be enough to pressure someone off a platform. The one you hard trouble with.

What you're experiencing is just what you call an "Awful Matchup". Your own character's flaws are becoming increasingly apparent because those flaws are traits you need to beat classes that work like that.

For this case, it's Crimson Rose's incredibly bad aggressive play style options. Most of CRo's annoying stuff only works if you run into it and clockers hardly ever run at you.

Generally to this I'd just say suck it up and eat some Ls. Because that's just what happens when you don't play a top tier character or character without a large glaring weakness like this. You just get bopped like this sometimes.

All you can really do is try and get a read with a normal. That's about it. That's what it comes down to, because your character has nothing else in this situation. You made this thread hoping you could get a more detailed answer but that's all it comes down to. It's really black and white.

    The best advice:

Just run at them and keep catching them with normals until you win.

It's a match you're not suppose to win. It's hard and stupid because the game is unbalanced towards playing passive.

Also, playing passive against clockers is bad like 99% of the time what's wrong with some of you people.

Once you get really good (like REALLY good), you start detecting their clocking patterns quicker and have more fluid means of catching them. It's like this one time I ran into an Elsword who was like this expert at closing distance despite the opponents' attempts at running away. I'm thinking high movement and jump speed really helped, though. You just need to get to them and corner them really quick! If they try to jump over you, you should be able to stay underneath them until they land. You also kinda need to bait out special actives, if you think they are going to try using one of those to repel you. It's all experience! I know, because I really have very little of that, and it's obvious when I run into someone who has much better control than I do.
